2019 Board Members

    Being a Board member for the Mt. Baker Chapter of SHRM is an opportunity to help your local chapter and forward the HR profession.

    The Board of the Mt. Baker Chapter of SHRM is an all volunteer Board composed of professionals working in the human resources or related field. Some positions require SHRM membership or a certification and all positions have an annual term (January – December).   The Board meets monthly to address chapter issues ranging from budget to programs.

    President - Robert Golden

    Robert Golden, SHRM-CP, PHR, MBA
    Director of Human Resources - Barlean’s

    Robert Golden is the Director of Human Resources for Barlean’s in Ferndale, WA.  He has over ten years of varied HR experience working in both union and non-union environments, as well as both the public and private sector in multiple industries. 

    Robert holds a Masters of Business Administration from Western Washington University, in addition to a Bachelors in Business Administration focusing in Human Resource Management.  He is both PHR and SHRM-CP certified.

    Robert has been a member of SHRM since 2007.  This is Robert’s fourth year serving on the Mt. Baker SHRM Board.


    President Elect - Edie Hill

    Edie Hill, SHRM-SCP, GPHR
    Human Resources Manager - Timken

    Edie is the Human Resources Manager for Timken, a worldwide bearing manufacturer. She is the HR business partner for multiple sites including Ferndale, WA and Prince George, BC. Her responsibilities include organizational advancement, strategic planning, and associate development, as well as HR operational support for Timken’s corporate mergers and acquisitions. 

    Edie holds a M.A. in Communication and Leadership Studies from Gonzaga University and a Masters Certificate in Human Resources Management from Cornell University. She is an Air Force Veteran and currently holds her SHRM-SCP certification. This is Edie’s fourth year on the Board, having previously served as Legislative Director. She continues to be active on the SHRM A-Team (Advocacy Team - http://www.advocacy.shrm.org).

    Raquel Hansen, SHRM-SCP, SPHR, MSOL
    Director of Human Resources - Samson Rope

    Raquel Hansen is Director of HR  for Samson Rope Technologies in Ferndale, WA and has been an HR professional since 1997.   She has experience working in organizations ranging from 150 employees to 2000 employees. Industries include Hospitality, Health Care, Construction, and Manufacturing.  Raquel has a Bachelor of Arts Degree in Business Administration with a concentration in Human Resources and is currently working on a Masters of Science in Organizational Leadership and HR Management.  Raquel is certified as a Senior Professional in HR and returned to the Mt Baker SHRM board in 2013 after serving on the board early in her career.

    Ronda Hayes, MPA
    Human Resources Professional

    Ronda Hayes has been in Bellingham for 18 years and most recently worked at Wood Stone as the HR Director.  Previous to Wood Stone, Ronda was the Senior Human Resources Manager at T-Mobile’s Bellingham Call Center for 16 years. Ronda has a Masters of Public Administration from San Jose State University.

    Ronda has been a member of SHRM since 1988, formerly serving on the Silicon Valley SHRM Board. In that capacity, she held the Student Liaison position and successfully brought the San Jose State Chapter into affiliation status with SHRM.

    This is Ronda’s seventh year serving on the Mt. Baker SHRM Board.

    Angela Cyre, SHRM-CP
    Human Resources Manager - McEvoy Oil

    Angela Cyre is the Human Resources Manager at McEvoy Oil in Bellingham, WA.   She moved to Bellingham from Surrey, BC in 2008 where she was involved inLeadership Development for FortisBC.  She has been involved with different aspects of HR since 2010 in various industries including two utilities (natural gas and telephone), landscape/maintenance and fuel transportation.

    This is Angela’s first year as a board member for the Mt. Baker Chapter.

    Human Resources & Business Manager - Nothwest Health Care Linen

    Sheila has over 16 years of experience in HR and Management; providing leadership relating to all aspects of HR including recruitment, payroll, benefit administration, and compliance.  As a member of the Senior Management team at NWHCL she is directly involved in all company initiatives, strategies and developments.  Prior to her pursuing her passion to work in HR she had experience working in accounting. 

    Sheila has been a member of SHRM since 2006 and is a SHRM Certified Professional.  This is Sheila’s second year on the Mt. Baker SHRM Board.

    Patricia Boteler
    Talent & Engagement Manager - Samson Rope

    Patricia Boteler is the Talent & Engagement Manager at Samson, the world’s leading manufacturer of high performance synthetic rope.  Responsible for attracting, engaging and retaining talent, leading all functions of employer branding, talent acquisition, corporate social responsibility, and employee engagement. Previously, she helped organizations in Whatcom and Skagit counties in their quest for continuous improvement as Lean Project Coordinator for Bellingham-based Kaizen Assembly. Her personal mission is to foster a greater sense of community in all aspects of life, and she feels honored to be able to live out her mission in Bellingham.  

    Patricia graduated from Huxley College of the Environment at WWU, where she received a Bachelor of Arts in Geography/Social Studies.

    Elaine Haser, SHRM-SCP, SPHR
    Human Resources Director - Mt. Baker Imaging/Northwest Radiologists

    Elaine Haser has over 20 years experience in the human resources profession.  Currently she is the HR Director at Mt. Baker Imaging/Northwest Radiologists in Bellingham.  Prior to joining Mt. Baker Imaging/Northwest Radiologists, she had experience as a HR Manager in manufacturing.

    Elaine has a Bachelor of Arts in Business Administration with a concentration in Human Resources from Western Washington University.  She has been an active member with SHRM since 1995 and has volunteered for a variety of leadership roles during that time. She has served as Treasurer, Secretary, President and Past-President for the Mt. Baker SHRM chapter. 

    Elaine is certified as a Senior Professional Human Resources (SPHR) through Human Resources Certification Institute (HRCI) and also certified as a Senior Professional through SHRM.

    Amelia Mendenhall
    Employee Benefits Consultant - Rice Insurance

    Amelia started her career in insurance immediately following graduation from Washington State University. A Bellingham resident for most of her life, she is fortunate to work with one of the largest remaining locally owned, independent brokerages on the west coast, headquartered right in her home town. Amelia is an Employee Benefits Consultant with Rice Insurance, fully aware of the uniqueness of her profession. A company’s offerings impact their business on all levels, affecting operations and culture from the top down. To be able to provide clarity, affordability and solutions not only to employers but their employees and families as well, enables Amelia to contribute positively to both her local community and clients throughout the country.

    This is Amelia’s first year serving on the board. She brings with her experience from previously held positions with the Whatcom County Association of Realtors, Whatcom Young Professionals and Big Brothers Big Sisters of NW Washington.


    Certification Director - Rhonda Purdy

    Rhonda Purdy, SHRM-SCP, SPHR
    Vice President of Human Resources - North Coast Credit Union

    Rhonda Purdy is the Vice President of Human Resources for North Coast Credit Union. She has been in Management and Human Resources for the better part of the last 18 years.  Her Human Resources experience includes Training & Development, Recruiting, Payroll & Benefits Administration, Human Resource Information Systems & Analytics, Compensation, and Employee & Labor Relations. 

    In addition, Rhonda earned her national HRCI certification as a Professional in Human Resources (PHR) in 2006 and her Senior Professional in Human Resources (SPHR) in 2012.  In 2015 Rhonda also became certified under the Society for Human Resource Management with the SHRM-SCP designation.

    Rhonda is also a veteran; after serving four years in the Navy, she and her family settled down as residents in the Whatcom County community in 1997.  Outside of work, Rhonda enjoys reading, running, kayaking and spending time with her husband and two children.


    Community Relations Director - Stacey Snodgrass

    Stacey Snodgrass, CTS, CSP
    Owner - Express Employment Professionals

    Stacey Snodgrass is the General Manager of the Express Employment Professionals office in Bellingham where she has served for the past 22 years as well as an Owner of the Express Employment Professionals in Everett for the past 3 years. Stacey has also served as a Developer Rep for Express headquarters with a focus in British Columbia helping individuals start their own Express Franchisee as well as coach, consultant and support each office towards success during the year.

    Her passion is helping others succeed through servant leadership while helping companies in both Whatcom and Snohomish County with their Human Resource and Staffing needs while making a difference in the lives of so many people by helping them gain employment.

    Stacey recently graduated from Express Leadership Academy after attending for 3 years. She is also certified in the Staffing Industry by the American Staffing Association as a Certified Temporary Staffing Specialist as well as a Certified Staffing Professional. Prior to Express Stacey earned a certificate in Fashion Merchandising at Bellingham Technical College.

    This is Stacey's 10th year on the board, currently as the Community Relations Director. Past positions have included Membership, Programs, Workforce Readiness, President Elect,  and President.

    Outside of work Stacey enjoys golfing, traveling and spending time with her family.


    Events Director - Cassie Meyer

    Cassie Meyer
    Human Resources Specialist - Lynden Door

    Cassie Meyer is the HR Specialist at Lynden Door. She has been in the HR Profession for 4 years.  Her passion is process improvement as well as bridging the gap of communication between operations and office staff. She has experience working in the industries of construction, facility management, and manufacturing with ranges from 50-900 employees. Cassie has her Bachelor of Arts in Communication as well as Psychology and Sociology from Western Washington University.

    This is Cassie’s second year as a board member for the Mt. Baker Chapter.

    Harneet Sihota, MBA
    Human Resources Director - Kam-Way Transportation

    Harneet Sihota is HR Director of Kam-Way Transportation, Inc.  She, along with her husband and brother-in-law moved from Fresno CA to Blaine WA to start a freight brokerage company in early 2008.  She has served in several capacities within the organization and has chosen Human Resources as the best area for her to contribute to the organization.  She obtained her undergraduate degree in Organizational Leadership from Fresno Pacific University.  She continued her education by obtaining her MBA from University of Phoenix.


    Workforce Readiness & Diversity Director - Elizabeth Miller

    Elizabeth Miller, SHRM-CP, PHR, MBA
    Adjunct Faculty - Bellingham Technical College

    Elizabeth Miller has been in Human Resources for the past 17 years, with the majority of her experience in health care.  She has specialized in union contract negotiations and guidance, grievances and arbitrations, safety programs development, strategic recruitment, employment matters counseling, turnover reduction, and policy and procedure development.  

    This is Elizabeth’s seventh year serving on the board.  She is serving as Diversity & Inclusion and Workforce Readiness Advocate in 2019.

    Elizabeth earned a Master’s degree in Business Administration in 2008, PHR certification in June 2013, and her SHRM-CP in 2015.
